(PC-3200 , a.k.a. "DDR400" [DDR-400]; running at 200 MHz)

DDR is running at (a frequency of) 133 MHz, 166 MHz, or 200 MHz.
What makes this different than other SDRAM is that DDR can transfer memory on both the rise and the fall of a clock cycle.
So, essentially, you are getting 266 MHz, 333 MHz, or 400 MHz (respectively). DDR is known as PC2100 (266 MHz), PC2700 (333 MHz) and PC3200 (400 MHz), with the hertz value referring to the peak bandwidth potential.
